Uh, first report here! Just happened to stumble on this place in Kosovo the other week and thought it looked interesting. A little bit of history:

The Cathedral began construction in 1995 on the University of Pristina campus, but was unfinished by 1999 when NATO forces evicted Yugoslav troops from Kosovo. Since 1999 the Cathedral has remained unfinished, and wrapped in razor wire. The local Albanian Muslim population hates it as a symbol of the Milosevic regime, and the land it's on is disputed between the University and the Serb Orthodox Church. So the future of it is somewhat uncertain.

At the moment it seems to be being used by homeless, drug addicts and pigeons as a sleeping place. I tried to get onto the balcony but unfortunately the stairs are no longer there. Sorry for the mobile pics.
