While searching the web for the Cardiff cable tunnel, I found a number of references to another tunnel running under the Ely river between Penarth and Grangetown.

The tunnel was a foot subway, with toll, that replaced an earlier chain-ferry across the river.

Some pics (linked as not mine) on flickr:

It's mentioned around a few places that people got into the tunnel long after it had officially closed, but it became flooded before the buildings housing the entrances were demolished on either end. Mentioned on flickr that a manhole on the South side may provide access, but even if that were the case it's unknown how much of the tunnel would be passable due to flooding (probably very little). That, and a lot of the manholes around there appear to be in people's drives.

The North side is in a gated yacht club and completely concreted over now anyway it would seem.

Probably a lost cause this one if I'm honest, but thought I might post it out of interest or in case anyone had any more information. Will see what else I can find out.

I've had a half-arsed poke for this but only got as far as you really, other stuff keeps coming up. There was another subway under the Ely too, only about 50ft long and white tiled.

There was only the one tunnel under the River Ely. The one you are referring to, ran under the railway sidings adjacent to Penarth Docks. I have a picture of the portal here https://www.flickr.com/photos/ben_salter/4860072731/ (you were right about the white tiles though)

It's fascinating, would love to know the truth , my biggest annoyance is the potential destruction of lesser garth caves near the quarry on garth mountain, aka the hollow mountain
