Camera+light unit in a culvert?

Anyone seen one of these before. Spotted two of them at different sections of a culvert. After 15 minutes or so the light comes on for about 20 seconds. Not sure if it's on a sensor, doesn't seem so. It has two led lights and a camera lens at the top right. Assuming it's there for remote monitoring?

The standard is primarily for explosive environments, but it'll be hermetically sealed against moisture too. Belt and braces.
