The 2311th independent Radio-Technical Battalion were part of the 4th Radio Technical Brigade and subordinated to the 14th Air Defence Division, based all across the former Estonian SSR to support the VKS(Soviet Air Forces). This unit supported the 656th Fighter Aviation Regiment with communications support, the 656th are located at the nearby Tapa air base.
This site is in poor condition, mainly due to the extreme winters in Estonia, with some buildings falling apart, there is a nice mural of Lenin on the wall of one of the accommodation blocks, which can be seen in the summer. The base contains a couple of accommodation blocks, vehicle garages, a canteen and an officers mess.
