The site was originally owned by Miss Margery Payne and was gifted to the council in 1948; the council offices opened in 1967. There was formerly a castle on this site which has long since been demolished.

This building is situated on a 3.48 acre site, the decision to move the site was made on 20th December 2011; refurbishment was considered but was found to be not financially viable due to the poor condition of the building. The new headquaters opened on Monday 17th June 2013 and is believed to save the council up to £850,000 per year; they found the office space at this site to be surplus to their requirements.

This building was closed on Friday 14th June 2013, the offices are due for demolition during February 2014 to make way for a new leisure centre.
