A slightly out of date report but ive just relised that the reports of this place on here only show fraction of it. This is by no means definitive either but it gives a good feel for the place. Im still yet to get into the main 'Nelson' hall or climb the mast so id better get back hey!
Basicly what your looking at was a naval training institution with some parts being re used as a police training school for a while after initial closure. Theres big arguments about development as acess to the relitivly remote spit of land between the Stour and Orwell esturays is hardly the best place to put a new town in most peopels oppinion!
