Was bored and fancied a solo explore so I thought I'd give this a go. Should really have gone early or late as it's on a busy main road but I arrived around lunchtime, f**k it, lets go in anyway
I've not really got anything to add to the history but rightmove describes it thus:

I can confirm that it was, laterly, some kind of housing office as I remember going with my uncle when he had issues with his council house. That was probably about 20 years ago.
