During the "Cold War" was all municipalities in Sweden required by law to establish a protected center for civil defense, a majority of municipalities followed the law and based centers protected by mountains, or in the form of concrete bunkers with equal protection.
Many of these facilities were built already in the 50's, which is probably the case as the case of this. This plant was modernized since the 70's with new construction and then received increased protection against NBC warfare, including the clearance spaces, emergency exit, new technical equipment, and some protection against electromagnetic pulse, EMP, damaging electronic equipment.
The plant in question has not been in use since the mid-90s and its future fate is uncertain/unclear.
