This post appears to belong to a local amateur radio club, with a 30 foot antenna protruding from the FSM pipe.
Upon first inspection the post appeared to be locked, although on further inspection there were no padlocks present.
The Post is flooding quite badly, so I only got halfway down the ladder before I felt that nasty moist feeling in my boots...
Nearby there is an orange shed, which looks as if it may have been an Aircraft Post.
