This is one of the many side valleys, short and steep sided, known as 'cloughs' in East Lancashire. Many were dammed to provide water for the cotton mills that once dotted the landscape in profusion.
The stream in Tom Dale clough was dammed to supply a mill, though no details of it are on the web. There was also coal mining nearby. All that is left is the silted up reservoir, spillway and a tunnel to empty it.
Short, but rather photogenic.

The tunnel meets the spillway and drops steeply underground again in a 'catch all'. This larger tunnel was the subject of a report in 2010.
