Question - What’s down here?

HI everyone I hope your all well, last night when I was wondering around Hyde park I noticed a few lads climbing down into this structure and was wondering if anyone has any ideas where or what is down here?

i was going to say vent for the tube! but theres a massive one already there, so not 100% sure

Has it got any doors or hatches on it?

Given it's proximity to the Park Lane underground car park, I'd hazard a guess it's a vent for that.
