Do you know from whom they sought permission to access it?
No. I had a quick look at the threads from 2008, but there doesn’t appear to be any mention of who owns it.

I have a vague memory that it might be in a pub car park, and that they asked the landlord if they could pump it out, but I can’t be arsed to Google it!

Wow - just reread that report. Completely forgot about this happening back in the day! FSM Cam was cool too - think only a few of them got done.

There was discussion of a further restoration following the pumping, does anybody know more about this, why it wasn't taken further?

prob because there is no revenue in doing so.
There are a few restored ones but this is normally at someone's personal expense.
Our local one in Kettering that was fully restored has been forced to close & sell off all the items as the landowner has decided its worth more as land.

I have vague recollection of the thread above having replies where they went back a few weeks later and it had started flooding again so seemed like a lost cause

FSM cam trick 10-15 years ago produced some blinding results of some posts that litterally hadn’t been unlocked since 1991 closure - one explorer in particular found 5 Teletalks and a BPI left in situ
