Personally i reckon the weld is a quick fix before they do a proper job of it.

My guess is it’s not an official job & not even locked underneath, so you’re probably right

I’m so gutted I’ve only just started to take this seriously, ww2 bunkers are my ultimate. I bloody worked right near it too, on day if you guys ever find out if it’s opened again I’d love to check it out with you. I’ve had a look but I can’t find the entrance
