Visited with AnotherMansCause twice and once alone when I got an itching for an explore. We spent a good couple of hours down there each time. Ok, I know it's been covered extensively before, but here's a bit of information (pretty much taken from "Portsdown Tunnels - Researching the sites of Portsdown, Portsmouth, UK"):

Constructed during WW2 as air raid shelters in the chalk underneath Portsdown Hill for citizens of Portsmouth, people would come from nearby and spend extended periods of time here. There are various different areas within the 30 000 sq ft tunnel system such as an infirmary, a canteen and loads of bunks. It was sealed soon after the end of the war.
