Designed by Carey (Scarey) Jones Architects of Leeds and London, commissioned in 2002 and not completed until 2007, this is part of the failing Clarence Dock complex. Features are 21 floors of badly specified, poorly finished, crap apartments where "young professionals" reside, sniff chang and listen to Funky House.
To be fair, it's not that high in comparison to other cities, but Leeds really doesn't offer much above 20 Storeys. (in fact there are only 5 buildings above that figure)
