Afraid I couldn't get any history on this, but it seems to be the storage building for what was once a much larger dairy complex, owned by Arla as far as I can tell. The rest of the site has been demolished, probably fairly recently, as the documents inside date from 2004. Örebro is in the middle of Sweden, a couple of hours from Stockholm by train.
The place was mostly trashed, but still had the scales, lift, lift motor, and some heating equipment in situ. In the basement there was a room labelled "kylmaskinrum" (cooling machine room) but this was locked
