The Radio-Optical Telescope also known as ROT54. It was built between 1975-1985 and was active between 1986-1990 before its use was halted. The radio telescope has a diameter of 54 m (177 ft). The optical telescope has a 2.6 m (8.5 ft) mirror.

Amazing stuff. I wonder why so many clocks on them control panels. And is that a glass ashtray on one of them!!!!
There seems to be some amazing stuff heading east. I gotta visit.

Likely to display the time at other observatories around the world. That would be my best guess.
