Not really any history for this. Clearly just a car park that was never finished, maybe for financial reasons.
Great to look round if you're into graffiti though. Or if you enjoy huge blocks of concrete like me! I only had time for a quick look round the first time, so I went back again. Hence the blue sky in some photos and grey in others. Poland seems like it might be a great place for exploring.
